The Samaritan Professional Building is next door to the new Mental Health Center building, where many of my longer-term patients know I had an office until May 2003.   For out-of-towner's: 

Instructions on how to enter building and where to wait to be seen: 

When you enter the Professional Building, you'll see a receptionist who works for Samaritan Family Practice.  You can be directed by her -- they're very nice -- to the waiting area for me (below); or you can just have a seat without introducing yourself.  You'll notice there's no obvious sign that these chairs are for Dr. Phelps' patients.  Occasionally other folks use these chairs also, although usually they're empty.   Sitting there does not clearly identify you as there to see the psychiatrist, at least not until I pop out and welcome you in.  

If I don't show up looking for you within 15 minutes of your appointment time, please talk to the Family Practice Receptionist.  She will call me directly in my office and let me know you're out there (this is a back-up procedure for when I make a scheduling mistake; or once/twice a year when I run more than 15 minutes behind schedule).  Usually I'll show up within 2-5 minutes of your official appointment time.
